State, regional, and local health agencies must plan to efficiently, effectively, and equitably move hundreds of millions of doses of COVID-19 vaccine from loading dock to upper arm in an unprecedented campaign to vaccinate the U.S. population. The RE-PLAN System for COVID-19 vaccination planning enables planners to easily build these plans using data-driven methods. Specifically, RE-PLAN enables planners to:

  • Quickly choose and/or revise vaccination sites based on population distribution data.
  • Estimate resource requirements at each vaccination site.
  • Allocate special resources to each vaccination site to ensure the inclusion of special, vulnerable, and at-risk populations.

The RE-PLAN system was first deployed at a public health agency in 2010 to enable practitioners to analyze and build aerosolized anthrax response plans. A recent publication in Disaster Medicine and Public Health Preparedness detailed both plan improvements and cost savings estimates directly resulting from use of the RE-PLAN system. RE-PLAN was extended into a COVID-19 vaccination context to replicate successes experienced in anthrax response planning for the upcoming mass vaccination campaign.
